The news: China’s National Development and Reform Commission (NDRC) ordered the cancellation of Meta’s $2 billion acquisition of Singapore-based agentic AI startup Manus on Monday, per Bloomberg. The decision could affect Meta’s Ads Manager, which incorporated Manus in February.
The NDRC’s decision suggests that China’s technology is nearing parity with US AI leaders, backed up by Stanford’s 2026 AI Index Report, which found that the performance gap between top US and Chinese AI models has essentially closed.
A Meta spokesperson told the BBC that the acquisition, which took place in December, “complied fully with applicable law,” adding that the company anticipates “an appropriate resolution to the inquiry.”
Why it’s worth watching: Inside Meta’s Ads Manager, Manus functions as an analysis and reporting assistant that compiles ad performance reports, runs competitor analysis via Meta’s Ad Library, and researches audiences.
Agentic tools like Manus have proven adept at ad-buying, audience targeting, and creative optimization. Restricting access to them forces companies like Meta to rebuild similar capabilities from scratch—at significant time and expense.
Implications for brands and agencies: Beijing’s orders could mean losing access to proven, high-efficiency AI tools—forcing brands and agencies back onto slower, less capable platforms while Meta and others catch up.
Marketers should prepare for a bifurcated AI landscape, where partnerships, data strategies, and tech stacks must be localized to stay competitive against rapidly advancing domestic players.
